strengths:
He's a great fighter and he knows his skills (and how to use them) as a vampire very well.
He knows how to get under people's skin, and make them look inwards, making them emotionally frazzled, even without compulsion. He can be very persuasive in that way and also very sadistic.
He is very mentally focused and purposeful, which makes him less impulsive and more strategic than most.
He's fearless. Bold.
weaknesses:
His ways of persuasion can often piss people off. He likes to get too personal, and is not afraid to do it. And if he pisses off the wrong person...who knows what will happen.
He's not afraid to get in trouble. His loyal faith can sometimes be blind faith.
If he is feeling like he's not worthy of God's grace, he has a complete mental shut down. His focus is amplified to a point of irrationality.
fears:
-Purposelessness
-Being (or feeling) cursed/damned
-Restrictions
-The prospect of guilt
secrets:
He of course poses as a human, using profession as a school counselor and psychologist to have easy access to human blood as well as being close to the student body and learn.
Somewhere deep down, however, his drive to be right and have "converts" stems from is distrust of the world. He had a rough human life, and he's seen a lot of the worst from humans. Being a vampire grants him ultimate freedom from all of it. As the times have changed, a part of him is still resentful and unable to work through all that's happened to him. God is a safety net for him and its all that's made sense over the many decades.
He'd rather find purpose in his vampire existence than believe his life meant absolutely nothing (which is something he originally was taught to believe).
personality:
His most noticeable and predominate personality trait is his complete devotion to a secret underground vampire covenant in and his skewed beliefs on how to live life as a vampire. He tries to get people to see things his way but this gives him drive and purpose to everything he does. With this belief system and his environment growing up, he has a twisted sense of justice and equality. It all makes complete sense to him, however, and that's all that matters. Also because of his beliefs, he is fearless and bold, because he does not invest so much in the body and conserving it. He just likes to have fun and enjoy his vampire instincts. If that leads him to death, so be it. Because of this, he does not mind pain, and even sometimes views it as discipline. He is invested, rather, in both life and death--which makes him purposeful, and his life's meaning as a vampire is amplified. He wants to soak up everything eternity has to offer--it is his way of worship.
Because he is invested in getting people to see things his way, he is very intelligent and philosophical, often looking at his vampire existence from a 'big picture' perspective. Because of this out-of-the-box way of thinking, he can come off as a bit mysterious.
For everyone else (humans especially), as someone who gives advice, he's a good listener and he thinks before he speaks. In a conversation, he loves to lure people into the heart of the matter, and he likes to pick people's minds. He loves to debate. He also loves to laugh and joke around a lot of the time. He comes across as a really easy-going understanding.
His methods of killing is often very much torture-based. He wants to teach his victims a lesson about themselves or God before he sends them to their maker. It's never just about the blood for him.
His personality can be best summed up in one word - exploration. He loves to push limits, explore the morals and faith of humans and other vampires, explore the world around him in the fullest sense, because he believes its all a gift. It is why he doesn't particularly like using compulsion, he's fascinated with the human mind. That doesn't mean, of course, that he won't use it.
Simply put - he's weirdly religious and unbelievably sadistic.

history:
(Note: This might be a little heavy lol. I tried to word this as delicately as possible but let me know if this is too much Also this is a nod to the Worlds of Darkness RP, they have a covenant called Lancea Sanctum that I'm basing this off of.)
Born in around 1848, Charles was raised in Mystic Falls with his brother, Timothy. He and his brother were very close because they really only had each other. They worked in the manor of a Christian preacher named Edward Jackson. Through Edward, Charles was exposed to Christianity by the time he was a teenager, but he didn't fully understand it. All he really understood was his place in Mystic Falls - his nonexistent family - the war raging between the slave and free states - how he and his brother were always regarded as servants for as long as he could remember. He wasn't quite sure where Edward's God fit into the picture. Working at the manor with his brother, however, he saw many people come and go, consulting the preacher for advice and asking God for forgiveness. He even saw people like Johnathon Gilbert and Giuseppe Salvatore.
Around 1865, murmurs about murders and disappearance began to emerge. Then, Timothy spent a lot of nights away from the manor and when he came back, he started to tell Charles about crazy stories - about monsters. Demons. How they haunted Mystic Falls. Eventually, one day he told Charles that he was afraid he received the bite of the devil, mentioning someone named Harper, and that he had to leave town. Charles offered to go with him but Timothy would not let him. He left with out much warning. Charles didn't understand why his brother had to leave and it gutted him, he had no other family. Without much of a choice, he continued to work for Edward Jackson, going through the motions, when one night Fell's Church, the very church Edward gave sermons in, burned to the ground.
Not soon after that, Timothy returned, meeting with Charles at night. He told Charles that he was a devil now and that the man who made him that way was now dead. Charles didn't believe his crazy stories, he thought he'd gone mad. Sure Charles had heard about the vampires in Mystic Falls, and how that Edward sacrificed the church for their demise, but Charles refused to believe that his beloved brother could be one of them. However, Timothy told him about his travels to Georgia. About the people he met there. He discovered this small community of vampires who had their own God. Timothy expressed that when he was taught Christianity by Edward, he identified with it, and it scared him. He didn't want to because he knew he wouldn't survive in this unmerciful world if he did. Not while their family had no doubt been killed and more of their people were being killed in a war. He said he found new religion. A new rebirth. The underground covenant followed the scriptures of someone named Longinus, who believed that vampires were created all in God's plan, to show the true fallen and sinful state of the world, to be the predators that they are. They were meant to feed on humans as a form of God's wrath. Therefore, they must embrace the beast that is inside them. It is a gift, a blessing. They must hone it. For Longinus, who pierced Jesus in his side while he was crucified, swallowed Jesus' blood and became the first vampire, something the Bible does not tell people. He wanted to show Charles.
Charles vehemently rebuked Timothy before he could even find out what Timothy meant by showing him. Charles told him that he spoke the words of the devil. Timothy didn't take no for an answer and compelled Charles to obey him. It was the first time Timothy even tried to compel anyone and he did it in a rush, because he knew that Edward probably heard the arguing in the manor. Unfortunately, he was right and when Edward came in seeing Charles dead and Timothy with fangs bared. Edward defended himself with a cross and eventually killed the young Timothy, knowing that wood would kill them after overhearing talks from the Council about the church burning.
When Charles woke up however, all he saw was what looked like Edward and his murdered brother. At the time, he didn't believe Timothy was actually a vampire so the corpse only enraged him. In that moment it was like his only livelihood was stripped from him again and he had no say in the matter. Naive Edward, unaware that of the nature of vampires, hoped that Charles was okay. But he wasn't. At that moment, Charles saw Edward like any other man who viewed Charles as nothing but a servant. The man took the life of his brother, and Charles was hungry and angry. He attacked and killed Edward, completing the transition. From then on out, he was no longer Charles. He took on the name Luke, his favorite book of the Bible. Once he did, Luke really discovered the glory of God in the power of being a vampire, the power of resurrection.
Longinus made many scriptures that have circled the globe, and has called vampires to fulfill the anointment of their calling. Such scriptures seem only a myth now a days, but Luke took these teachings, researched them, and held them close, and will always, for eternity. After being turned, he circled the globe learning more about the religion and more about himself as vampire. He massacred, learned, he studied (even at a university), and he lived in death.
But something called him back to Mystic Falls. He always kept tabs on the place, even after all these years. Perhaps it was frequent reports of "animal attacks" that stuck his attention. Either way, he decided to come back to Mystic Falls. It was definitely a different place from when he left it. No matter how much pain existed on that land, Mystic Falls was always his home and he realized that after years of traveling. He took a job at Mystic Falls High as a student counselor after all, there seemed to be a market for a counselor with all of the deaths happening. More and more, he became intrigued with the town and definitely knew he was going to be there to stay. Especially after seeing these two brothers around -- two brothers that resembled Giuseppe Salvatore just a bit too much.
And of course for Luke, there was no such thing as coincidences.

Since coming back to Mystic Falls, it was the Drowning Creek that always called Luke back into its fold. It was natural to be drawn to the scent of spiritual energy in that place, after all much death and destruction occurred there. A certain darkness still seemed to be blanketing the remains of the church, despite the empty tomb underneath. And it was always here that Luke had the most interesting interactions, it could be a perfect place of reflection after all and for Luke it was like a drug-- the beast thumping mad against a still heart and raging to come out.
For Luke, this was peace.
This is where he found the center of his vampiric existence, this gift that was granted to him. To personify the damnation within this world of flesh and blood. The personify the death that every human deserves.
As he walked by the creek, he saw a young girl, her car broke obviously broke down. Luke approached her as she tried to get her cell phone to work. He sensed the inhumanity inside of him wanted her. It was much, much more than blood. This....is what Luke died for. Every moment, every feeling, like this one.
The girl looked up once she was composed enough to sense a presence next to her.
"What?" she asked.
Luke nodded over to the car. "I was thinking you might need some help."
"Oh..." She sighed. "It's ok, I got it."
Luke nodded. "Is anyone coming for you?"
The woman blinked at Luke. She shook her head. "No...I can't get a hold of anyone." She sighed again in frustration. "I come here, trying to take the edge off, and once I start the car again, it won't work. That's what I get for being all introspective when my car is a piece of crap." She paused. "Hey don't you work at the school?"
"I do, actually." Luke could sense he was gaining her trust, bit by bit. "I'm the student counselor. You might have seen me around." He shrugged. "So what were you being all 'introspective' about?" He grinned.
She laughed humorlessly and shook her head. "Why are you asking me this? You must think I'm some traumatized teen or something."
Luke grinned. "No. You see I'm here...I was being all introspective too."
"Good point there," she replied dryly, still frustrated.
"Well," Luke leaned against the car. "I might as well keep you company right until someone gets here."
"You must be the Good Samaritan," she asked, sarcastically, grinning.
"Something like that." he said simply. After a pause he said, "How about this. You tell me what you were thinking about and I'll tell you what I was thinking about. Cool?"
She put her cell away and leaned against the car next to him. "Okay, cool." She sighed, running her fingers through her long brunette locks. "I lost someone sometime ago. Her name was Vikki. I wasn't really too good of a friend with her but it's still..." She shook her head. "I still can't get over it really, I guess."
Luke nodded, listening intently, some concern in his features. He could break the girl's neck and send her down the creek with no problem right now, but Luke was intrigued. And he figured another girl going missing wouldn't be the best way to keep a low profile in this town. "I lost someone too actually," He finally said. His thoughts went back to his brother's corpse so many years ago. "...and it was the best thing that's ever happened to me." he looked up at her.
She looked back at him perplexed, awaiting further explanation.
"...because death is a part of life. It is a condition of life. And all things must die...right?"
"Yeah," she sighed heavily. "Doesn't make it hurt any less...how can you make it not hurt so much?" She looked at him as a counselor, a professional. A confidant.
Luke gazed at her for a moment and collected his thoughts. He finally said, "You believe that what happened is for a reason." His voice had taken almost a blank tone.
There was a brief silence before Luke heard sobs. He turned to her and saw that she had buried her face in her hands. "I'm so sorry," she told Luke. "I don't even know why I'm crying....this is embarrassing..."
Luke came closer to her and cautiously pulled her into an embrace, intaking all at once her human scent, the blood rushing...rushing...rushing...
"Shhh..." He said. "Its okay." He saw a lot of episodes like this. Often times these teens had things bottled up. They were fragile. Made weak within their humanity.
"I'm so embarrassed..." she repeated.
"Don't be," Luke whispered, trying to savor this moment. The warmth of her live body against his cold body...the hunger...the inevitable fate...he had no choice but to surrender to what his instincts were telling him.
Luke bared his fangs, gripped her tight, so tight it hurt. She gasped. "No...let go!"
Looking into her eyes, he compelled her. "Shh!" he practically hissed. He hated doing this but it was a necessity at times. "Tell me, do you believe in God?"
"No." Her gaze was blank.
Luke's decision was made.
"Pray." He commanded.
"I don't know any prayers." She admitted.
Luke held her close, still hearing the rush of blood. "Repeat after me."
"Okay."
"The Lord is my Shepard and I shall not want."
"The Lord is my --" She gasped mid sentenced as Luke violently pushed her against car and forced his fangs into her neck. She continued to repeat despite the pain. "...the Lord...is my...is my Shepard and I shall not want."
She continued to repeat the scripture as Luke drank the precious blood.
